The United Kingdom and France Plan to Send Military Personnel to Ukraine should a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The London and Paris have inked a declaration of intent concerning the stationing of armed personnel in the nation in the event a peace agreement be made with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in Paris, he noted that the allies would "establish operational bases across Ukraine and build protected installations for weapons and defense matériel" to prevent any potential invasion.

The coalition members also suggested that the United States would assume leadership in verifying a ceasefire.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not responded on this recent announcement.

Background and Continuing Hostilities

Russian President Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces currently holds about 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to stand with Ukraine for the foreseeable future," stated the British leader.

Top officials and top officials from the "Coalition of the Willing" were involved in Tuesday's talks.

He stated at a shared media briefing, he further said: "It paves the way for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, defending Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the future."

The PM also stated that Britain would participate in any Washington-directed confirmation of a possible ceasefire.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff said that "durable security guarantees and substantial reconstruction vows are critical to a lasting peace" in Ukraine – referring to a key requirement made by Kyiv.

The negotiator said the coalition had "mostly completed" their work on finalizing such guarantees "so that the people of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's special envoy, also took part in the discussions.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's allies had made "major progress" at the meeting.

He noted that "strong" security guarantees for the Ukrainian government had been agreed in the event of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "major development" had been made in the talks, but qualified that he would only deem efforts to be "adequate" if they led to the end of the conflict.

Recently, he indicated a peace agreement was "largely prepared". Finalizing the last 10% would "shape the fate of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of key disagreements for negotiators.
  • Moscow has often said that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to end the war.
  • The Ukrainian President has so far rejected giving up any territory, but has suggested that Ukraine could move its forces to an mutually accepted point – but only if Russia reciprocates.

Russia currently controls approximately 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The two regions form the industrial region of Donbas.

The original US-led multi-point framework that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.

This triggered a period of focused discussions – with Ukraine, the US and European leaders trying to revise the draft.

Last month, The Ukrainian government sent the US an updated 20-point plan – as well as distinct documents outlining potential defense assurances and plans for Ukraine's rebuilding, he stated.
